This dataset contains City Council meeting minutes and the reports filed with them for all of the Regular, Special and Inaugural Council meetings held in the 1970s. They are presented in the order in which they were originally paginated, which may not always coincide with date order. Typographical errors in the official record have been left in and will not be corrected. The data is formatted as a single text (TXT) file concatenated from 554 individual meeting files: a double-line separator (=======) has been inserted between each set of minutes. It does not contain any images present in the minutes.

The adjustment of dissemination block counts is controlled to ensure that the population counts for dissemination areas will always be within 5 of the actual values. The adjustment has no impact on the population counts of census divisions and large census subdivisions.

Modifications occurred in some, but probably not all, areas where there were significant changes in the terrain due to development. However, these points should not be taken to be authoritative or anything more than approximate because of the process by which they have been created. \n This is not a digital elevation model (DEM) per se.

This dataset contains subdivision categories that apply to these single family zones, namely RS-1, RS-3, RS-3A, RS-5, and RS-6 zoning districts.
Subdivision is the division of land into two or more parcels. It can also include a plan to consolidate two or more parcels into a single site, the adjustment of an existing property line, the dedication of land for road or lane purposes, and volumetric subdivisions to create air space parcels
Vancouver City Council approves the bylaws that regulate subdivision of land in Vancouver. The Subdivision Bylaw regulates the width, area and configuration of the proposed parcels. This is to ensure that subsequent development can occur compatibly with that of surrounding parcels. The Subdivision Bylaw also sets standards for services required for a parcel of land, including the layout, design of streets and lanes, water supply, sanitary and storm sewerage systems and other utility services. Size categories for minimum width and area for most zoning districts in the City are listed in Tables 1 and 2 of Schedule A of Subdivision Bylaw (No. 5208). In addition, there are seven categories of minimum parcel width and area for subdivisions that apply specifically to the RS-1, RS-3, RS-3A, RS-5, and RS-6 Zoning Districts. Categories range from 30 feet in width and 3,000 square feet in area, up to 150 feet in width and 18,000 square feet in area, and can vary on a block to block basis. The differing requirements for these areas are identified by the displayed categories.

Pavement Condition data collected in 2023, is used to report the overall pavement condition (PCI) at the network level and expresses the overall condition of a pavement segment by considering surface and structural distresses.
Data was collected using a semi-automated process by an external contractor hired by the City. The data was collected from 1 lane for local roads and 1 lane in each direction for arterial roads. This PCI is averaged to reflect the overall condition for the entire width and length of the road segment. The City endeavours to collect pavement condition data every 3-4 years.
The pavement distresses and condition ratings follow the American Society of Testing Materials (ASTM) D6433 standard.
The data should be used for high level reference only.
Ratings:
Very Good: The asset is fit for the future. It is well maintained, in good condition, new or recently rehabilitated.
Good: The asset is adequate. It is acceptable and generally within the mid-stage of its expected service life.
Fair: The asset requires attention. The asset shows signs of deterioration and some elements exhibit deficiencies.
Poor: There is an increasing potential for its condition to affect the service it provides. The asset is approaching the end of its service life, and a large portion of the system exhibits significant deterioration.
Very Poor: The asset is unfit for sustained service. It is near or beyond its expected service life and shows widespread signs of advanced deterioration.
Limitations:
1. A few blocks of MRN are in this layer. But as a rule, MRN roads are not included because they are collected by TransLink (see MRN PCI layer instead).
2. Data is only collected from 1-2 vehicular travel lanes, the asset condition on every lane for the entire road width was not collected. The pavement condition rating shown may not represent the full pavement width.

This dataset comes from the Burrard Bridge Lane Reallocation Trial and provides a summary of the data collected between June 2009 and December 2010.
On the Burrard Bridge, and at several other locations in the city, bicycles are counted using permanently installed detection equipment. Bicycles are counted using wire loops fixed to the bike lanes which detect the metal wheels passing over the loops. They are designed and built to ignore the effects of larger metal objects such as cars and trucks. We have checked and calibrated this equipment using counts done by staff on site. Pedestrian count data is collected in a similar manner. The pedestrian detectors respond to changes in heat rather than to metal. The count data was downloaded regularly and was updated monthly.
\nWe also have portable bike counting tools which utilize pneumatic hoses, like similar equipment used to count vehicles. These are used on bike routes throughout the city and have been used on Pacific Street to count cyclists in the protected bike lanes connecting to the Burrard Bridge.
We have provided estimates of the number of cyclists who would have used the Burrard Bridge without the protected lanes. We have found that it is possible to estimate the number of cyclist on one bicycle route by measuring the cyclists using another route. The number of cyclist using a route on a given day is affected by season, weather, day of the week and other factors, but collectively the cyclists using one route appear to make their decisions in the same way as the cyclists using another route. We found that this lead to patterns of use that are very similar. In statistical terms, the usage patterns are strongly correlated. We have been using measurements of the Ontario Bike Route to estimate the number of cyclists who would have used the Burrard Bridge had we made no changes.

Under Licence By-Law No.4450, a valid business licence is required in order to operate a business in the City of Vancouver. A business licence can be obtained from the City's Licence Office and is valid for the remainder of the calendar year unless stated otherwise.
Effective May 6, 2024, the City streamlined its business licence categories, consolidating over 500 categories into fewer than 100. While data from before this date will remain accessible, this dataset post-May 6 is organized according to the new, streamlined categories. All existing business licences are transitioned automatically into the new categories. Some business licence categories retained the same name. Business owners will renew their licence at the end of each year and may select a different category from the one they were sorted into. New businesses applying for a licence after the update will also select from the updated categories.
Business licence records from 2013 to 2024, up to May 3, 2024, with their original categories (BusinessType) are found in Business licences 2013 to 2024 dataset.

Effective April 12, 2018, the business license dataset, including historical data files from 1997 forward to the current year, has been updated for home-based businesses. The City has removed the business address from the home-based business license category.

Liquor License Application business type does not have Issued Date or Expired Date information because it is interim application for a valid business licence.

This dataset provides daily bike volume data from Burrard Bridge, Dunsmuir Viaduct and locations on Hornby and Dunsmuir streets between 2009 and 2012.
Vehicle travel time data collection involves City staff driving a passenger vehicle along a study corridor with the general flow of traffic. Staff record the times when their vhicle enters and exits the study area. Numerous runs are made by staff at different times of day.
On Dunsmuir Street and Hornby Street we are using portable bike counters which utilize pneumatic hoses, similar to equipment to count vehicles. These are used on bike routes throughout the city to collect bicycle volumes and have had their accuracy validated using manual counts.

MRN PCI data is provided by TransLink. This data was collected at a maximum interval of 50m, on 1 lane in each direction. Pavement Condition data collected in 2023, is used to report the overall pavement condition (PCI) at the network level by considering surface distresses. The pavement distresses and condition ratings follow the American Society of Testing Materials (ASTM) D6433 standard. The data should be used for high level reference only.
Ratings:Very Good: The asset is fit for the future. It is well maintained, in good condition, new or recently rehabilitated.
Good: The asset is adequate. It is acceptable and generally within the mid-stage of its expected service life.
Fair: The asset requires attention. The asset shows signs of deterioration and some elements exhibit deficiencies.
Poor: There is an increasing potential for its condition to affect the service it provides. The asset is approaching the end of its service life and a large portion of the system exhibits significant deterioration.

Sidewalk condition data, collected in 2021, is used to report the overall sidewalk condition index (SCI) at the network level and expresses the overall condition of a sidewalk segment by considering surface distresses identified manually in the field.
Distresses were collected as point data. Distress points were averaged to reflect the overall SCI for the entire width and length of the sidewalk segment.
The City plans to collect sidewalk condition data every 4 years.
The City used American Society of Testing Materials (ASTM) D6433 standard as a reference and customized the surface distress rating for calculating the SCI.
Limitations:
Sidewalks that are shorter than 60m or longer than 150m may have skewed scores.
Condition rating for non-standard sidewalk lengths may vary.
Some blocks have no condition rating and are not shown. Reasons for this include: no sidewalk present, temporarily inaccessible sidewalk at time of inspection, not City-managed, data processing issues, etc.
PCI Rating Descriptions:
Very Good: The asset is fit for the future. It is well maintained, in good condition, new or recently rehabilitated.
Good: The asset is adequate. It is acceptable and generally within the mid-stage of its expected service life.

The pavement distresses and condition ratings follow the American Society of Testing Materials (ASTM) D6433 standard.
Limitations:
1. Data is only collected from 1-2 vehicular travel lanes, the asset condition on every lane for the entire road width was not collected. The pavement condition rating shown may not represent the full pavement width.

Data was collected using a semi-automated process by an external contractor hired by the City. The data was collected from 1 lane for local roads and 1 lane in each direction for arterial roads. This PCI is averaged to reflect the overall condition for the entire width and length of the road segment.
The pavement distresses and condition ratings follow the American Society of Testing Materials (ASTM) D6433 standard.
Limitations:
1. Major road network (MRN) roads are not included because they are collected by Translink. For MRN pavement condition use Pavement Condition Rating - Major Road Network.

Anonymous ballot markings of each ballot cast during election starting from 2017.

The City of Vancouver uses ballot tabulating machines to tabulate election results. These machines count ballot markings on the ballot to derive election results.
These are the official ballot markings.
Note: any races that were over voted on a ballor will show all zeros.
The 2017 by-election was the first by-election since 1992. There were 28 candidates for one Councillor and nine School Trustee positions on the ballot.
The 2018 Vancouver election had a large number of candidates (158), resulting in a longer than usual ballot which caused paper jams in the vote counting machines at some locations. The City completed a verification process which included recounting approximately 57,000 ballots from 50 voting places.
After the completion of the verification process, there were minor vote differences between the preliminary results and the recount at 39 locations. The minor vote changes did not change the final election standings and are included in the final election results file. At these 39 locations, there were 164 ballots that were not able to be fed through the machine due to minor paper tears or other wear from being verified by the tabulators. These ballots were counted manually and the votes were manually added to the final results file prior to the final results being published.
The count of under votes and over votes on the manually counted ballots during the verification process was not added, however, to the count of over votes and under votes on the final election results file. All other locations are automatically tallied by the ballot tabulating machine for those ballots read by the machine. As a result, there are 34 locations (a total of 164 ballots) where the under vote and over vote count in the final results file will not be the same when compared to the anonymous ballot data.
The City's orthophoto coverage includes the City, UBC, and the University Endowment Lands and parts of Richmond and the Vancouver International Airport (YVR) as well. As such, it exceeds the area defined by the City's facet grid (see \n Facet Grid Boundaries).

The 1 metre contours were generated from data acquired as part of the acquisition of orthophotos in 2002. Contours at 2 and 10 metre intervals are available as separate datasets. They have not been updated since they were created and do not reflect changes that have occurred since they were created.

This map shows the location, building materials and footprint of buildings; the original water line where it differs from the 1912 shoreline; some proposed developments; electoral wards; legal land descriptions; lot sizes; street and lane widths; and old street names that had been recently changed.
In 1912, Vancouver, Point Grey and South Vancouver were three separate municipalities District Lot 301 and Hastings Townsite had both been annexed by the City of Vancouver in 1911. All three municipalities are included in the map, but Stanley Park was not included.
The original paper map includes a third volume which covers New Westminster: this volume is not included in the dataset.

Fire insurance maps are created to depict information used to determine fire insurance liability. These maps typically include information on the materials used in a building and, for commercial buildings, the business that operated there if that use affected fire risk.
Historical fire insurance maps are used today to aid research into the histories of neighbourhoods and individual properties, particularly the changes in site use over time.
This map was created by collecting information from approved Registered Plans filed with the Land Registry Office and on-site surveys. Please note that the street names reflect those of the day; many of the street names in the municipalities of Point Grey and South Vancouver were different before their amalgamation with Vancouver in 1929. Some streets in Point Grey also have current and historical names noted. After Point Grey separated from South Vancouver in 1908, some street names were changed.
Data current as of July 3, 1912. Georectification (a process converting scanned map images to a standard map coordinate system) performed December 2014.
The original map was not intended to be used as one large unit. We have attempted to align the streets with the current street grid where appropriate.
The street network in areas undeveloped in 1912 reflects what municipalities might have planned to build, but in some cases did not end up constructing. Of particular note are the University Endowment Lands and south-east Vancouver, where what this map depicts bears no relation to what was actually built when those areas were developed decades later.
In the map view, the points represent a centre point in a polygon. Due to georectification (a process converting scanned map images to a standard map coordinate system), user may have to download adjacent section files in order to view the desired location.
An orthophoto is an aerial photograph that has been processed (via a scanning and rectification process) in such a way as to eliminate image displacement due to camera tilt and terrain relief, so that it represents every object as if viewed directly from above, as in a map which is usually in an orthographic projection. An orthophoto combines the visual properties of a photograph with the geometric qualities of a map and offers a realistic visualization of the landscape.

Under Licence By-Law No.4450, a valid business licence is required in order to operate a business in the City of Vancouver. A business licence can be obtained from the City's Licence Office and is valid for the remainder of the calendar year unless stated otherwise.

In addition to existing fields that allow this data to be grouped (PropertyUse, TypeofWork, SpecificUseCategory) we have created a new group field, PermitCategory, that focuses on higher volume, lower complexity project scopes.

Customer initiated service requests received by 3-1-1 Contact Centre from 2022. Service requests refer only to those call types that generate a request to a City of Vancouver department to provide service.
This dataset contains location information such as address or intersection where service was requested and the local area corresponding to the case (incident) location.
Due to the volume of records, we segmented the service requests data into multiple datasets. See 3-1-1 service requests 2009-2021 dataset for records from 2009 to 2021.
The 3-1-1 case management system started collecting case service requests data on June 1, 2009. The system was upgraded on August 17, 2022.

The building outlines is a 2D data set defined by the generalized outermost exterior outline of main building components generated from the City of Vancouver’s 2015 orthophotos. Contiguous building outlines are split at parcel lines, where required, to reflect ownership. Also included are larger accessory buildings such as garages.
Data are approximate. Care must be taken in using them because of the significant number of changes since collected year. They are best used for comparison purposes only.

This dataset lists the name and grave location of those buried at the Mountain View Cemetery. The cemetery is owned and operated by the City of Vancouver since 1887. It is made up of 106 acres of land and it is located west of Fraser Street between 31st and 43rd Avenues.
The Freedom of Information and Protection of Privacy Act (RSBC 1996) allows public institutions to disclose personal information for historical purposes if \"the information is about someone who has been dead or buried for 20 or more years.\"
For people who do not meet these criteria, the first names have been substituted with a unique cemetery identification number. Other name related fields are also masked with \"PRIVATE\" value to provide privacy protection.

This dataset provides links to aerial imagery (orthophoto) taken in 2022 as individual tiled areas over the City of Vancouver.
An orthophoto is an aerial photograph that has been processed (via a scanning and rectification process) in such a way as to eliminate image displacement due to camera tilt and terrain relief, so that it represents every object as if viewed directly from above, as in a map which is usually in an orthographic projection. An orthophoto combines the visual properties of a photograph with the geometric qualities of a map and offers a realistic visualization of the landscape.
The City's orthophoto coverage includes the City, UBC, and the University Endowment Lands and parts of Richmond and the Vancouver International Airport (YVR) as well. The area is defined by the City's facet grid (see Facet Grid Boundaries).
Since the 2015 orthophotos, resolution for our imagery is 7.5 cm. Orthophotos are in coordinate system UTM NAD83, Zone 10 (EPSG:26910).
Atmospheric correction was not applied to this dataset.
The 2022 orthophotos were captured between June 6, 2022 and July 1, 2022. This imagery is current as of these dates.
Imagery is accurate as of the dates it was taken although colours may or may not be exactly as occurred on that day as colours change from moment to moment due to sun and cloud cover.
The Vancouver Board of Parks and Recreation maintains over 220 parks and 40 major facilities throughout the City of Vancouver. This dataset provides a list of special features in the parks.

This dataset includes the coastal floodplain and Still Creek floodplain within the City of Vancouver. A floodplain is a lowland area that is susceptible to flooding from an adjoining watercourse, ocean, lake or other body of water.
Sea level has increased over the last century and is expected to rise at an accelerated rate over the next century. In 2014, the City of Vancouver (the City) assessed the potential for present and future flooding along the shorelines of Vancouver in response to the Province of British Columbia’s sea level rise planning recommendations to all local governments in British Columbia.
Fraser Risk Today delineates the potential for coastal flooding under present (year 2013) conditions caused by a current 500-year return period ocean event. A 500-year return period ocean event means that, on average, the event will occur once in 500 years (or a 0.2% AEP event).
\nThe \n Still Creek floodplain shows the areas subject to overland flooding due to the creek overflowing.
\nWave effect zone is defined as a general term describing all aspects of wave interaction with a coastal structure including wave setup, wave run-up and overtopping. The area that is exposed to wave effect are the areas of the coastline where wind-induced waves can significantly raise the coastal water level above still water conditions.

This dataset includes the details of 2023-2026 Capital Plan – original plan, updates, funding sources and planned allocations over 2023-2026. This dataset also links new 2024 Capital Project Budget requests to the previously approved multi-year Capital Project Budgets from prior Capital Plans.
The dataset on this website reflects information about the original 2023-2026 Capital Plan, updates to the same as part of 2024 Capital Budget, proposed updates to the same as part of 2024 Capital Budget, proposed 4 year allocations of the Capital Plan and 2023 new multi-year Capital Project Budget requests. Council has approved the 2023 Capital Budget in December 2023, following which, further changes can be expected based on Council direction.

This dataset provides the ranges of hourly rates of pay for all City job classifications, corresponding job titles and the breakdown of staff by sex within these classifications. The dataset does not include information from the Vancouver Public Library and the Vancouver Police Department.
This dataset was published in 2019 as ‘workforce pay rates and gender’. In 2022, the dataset name was corrected to ‘Workforce pay rates and sex’, which is a more accurate reflection of the data categories available at the time of collection (see below for more details). Efforts are now underway to improve and increase transparency of data collection methods, and update categories to be inclusive of those outside the gender binary, and reflect gender instead of sex.
Sex breakdown and salary ranges are only shown for a classification or specific position title when there are 10 or more people in that group. This is necessary in order to preserve confidentiality. If there are fewer than 10, the groups (within the same group level) are aggregated until the total exceeds the minimum number threshold.
To explain the aggregation in more details:\n
Data for each year is aggregated separately. If necessary, groups are aggregated in this order: Exempt/Union, Classification and then by Position title. Multiple aggregations (of the same group level) may take place in order to meet the minimum number requirement of 10 people. These aggregations are labelled with *Multiple. The field Data Category explains whether a row represents a detailed group with data, an aggregated group with data, or a group where detailed data is suppressed (reported as part of an aggregation).
The minimum and maximum hourly rates listed reflect the current rates of pay for the classification for the effective year. For the full salary range of each classification, refer to the relevant Collective Agreement \n here.
The City’s employee database currently contains the sex designations ‘male’ or ‘female’ for employees. Historically the sex information was indicated by the managers on hiring forms, and has not been explicitly asked of or verified by the employee. As such, not all employees have been provided designations as male or female, and so the total count for “Male” and “Female” combined may not equal the total employee count.
\n\nSex is typically understood to be a biological concept, distinct from gender which is a social concept. With updates in technology and data collection methods, the City is moving towards collecting self-disclosed gender information (woman, man, gender-diverse etc.) for all employees. This will lead to a more accurate picture of the City’s workforce and will become the basis of this reporting exercise in future years.
